Interface capability domains

Ten named capability domains — provisional hypotheses, not a completed partition of the field (CHARTER §9). Only the project manifest and the signal / decision / receipt wire formats are fully specified in v0.1; each domain below names its own open questions and the trigger that would justify formalizing it.
