OTCS-0000 — Adopt the constitutional documents

Adopts CHARTER.md, GOVERNANCE.md, VOTING.md, EVIDENCE-MODEL.md, SECURITY.md, COMMUNICATIONS.md, CODE_OF_CONDUCT.md, and NON-GOALS.md as the governing documents of OTCS v0.1.

Incubation-stage honesty: this proposal is authored, sponsored, and ratified by the founder alone, at Stage 1 (CHARTER.md §7), with the 45–90 day constitutional clock waived as impossible to satisfy before the system exists. Both facts are disclosed in the decision record's process-validity determination rather than hidden. The first external participants inherit a standing invitation: reopen any of it through the proposal process — including this one.
